The partnership


Sociedad Aragonesa de Gestión Agroambiental S.L.U. (SARGA) is a public company of the Government of Aragon running a variety of agri-environmental projects and services aimed at improving rural and environmental development of our community.
SARGA arose at the end of 2012, from the merge of two public entities of the Government of Aragon: SIRASA (Rural Infrastructure Society of Aragón) and SODEMASA (Environmental Development Society of Aragón), specialized in the field of agriculture and environment, respectively. SARGA assumes the rights and obligations of Sirasa and Sodemasa societies.
For this target, the company has around 850 highly qualified employees with the aim of carrying out agriculture, livestock, rural, environmental and forestry assistances, all based on the principles of efficiency, agility, adaptability, transparency and professionalism.
The project RURAL AGREE was started in the Strategic Project area of Infrastructure Department of SARGA. SARGA develops activities in the field of promotion of regional quality food products, working side by side with companies to bring presence at international and national food fair. It also supports the Government of Aragon in the processing of CAP Payments guaranteeing they arrive to farmers in time and form and contributes providing statistical support, taking a clear picture of the Situation and Evolution of the rural situation in Aragon.
In addition, SARGA provides audit services aimed at evaluating feasibility of Agroindustrial Projects and Assure Differentiated Quality in Food production.




The University of Debrecen was formed on January 1, 2000, through the (re)union of formerly independent institutions. The university is historically rooted in the Reformed College of Debrecen (founded in 1538), whose three academic sections later served as the basis for the establishment of the Hungarian Royal University of Arts and Sciences, founded in 1912 by Act XXXVI, 1912. With this heritage of more than 470 years, the University of Debrecen is the oldest institution of higher education still based in the same city in continuous operation in Hungary. Today, the university is comprised of 15 faculties and has over 29,000 students. The University of Debrecen ranks among the top state higher education institutions in the country and among top700 universities in the world. The rector of the university is Prof. Dr. Zoltán Szilvássy. The University’s role in the region an intellectual centre with outstanding research and development capacity, the university plays an increasingly decisive role in the economic, social and cultural evolution of the region. As the first winner of the gold rank of higher education quality award, the university strived to meet the demands of a science-based economy and society in an effective way.

International educational and research relations:

The university has an extensive network of international relations. With more than 3500 international students, UD is fast becoming a truly international university, hosting students from over 70 countries. The scope of international activities is represented by bilateral agreements with more than 80 foreign universities and ERASMUS contracts with 294 universities in the EU. The University of Debrecen is also a member of two large multilateral mobility programmes: ISEP International Student Exchange Program and CEEPUS Central-European project. Education at the Faculty of Medicine is accredited by the World Health Organization, US Department of Education, The State Education Department (NY, USA), the Medical Board of California, Medical Councils of Israel, Ireland, Iran and Norway. In most European countries and also in India the medical diploma of the University of Debrecen is accepted. Under the EU’s Seventh Framework Programme (FP7) the University of Debrecen has 35 running projects, with a total budget of 6 million EUR. The projects target both innovation and a range of societal challenges, building a bridge to Horizon 2020, the funding programme for EU research. The University of Debrecen has projects in the field of Health; Food, Agriculture and Biotechnology; Information and Communication Technologies; Environment; and Research Infrastructures. The Marie-Curie Actions are also playing an important role in life of UD researchers.

Agricultural higher education in Debrecen started in 1868 with the foundation of the National Higher Economic School of Debrecen. This date marks the beginning of agricultural higher education in Debrecen and East Hungary. In 2002 the Faculty of Agriculture and Rural Development was established, and by 2006, the university had comprised 15 faculties.

Kajaani University of Applied Sciences (KAMK) from Finland is an international learning and development community, which operates in its own compact campus area. One profile that cuts through all operations at KAMK, smart solutions, is used to steer all activities. In addition to using technological solutions, smart solutions means the ability to do the right things right.

School of Information Systems has 2 Bachelor Degree programs: Information and Communication Technology (Engineering) and Business Information Technology. The strategic focus areas are intelligent systems, datacenter services and game solutions including gamification and serious games. KAMK has been educating game development professionals since 2006. Serious games studies as part of engineering education started year 2012. Serious gaming & simulation application in non-entertainment sectors are increasingly emphasized in education and RDI. Guided by the internal and regional strategies as well as mega trends KAMK has focused for many years on serious gaming, gamification, virtual reality applications and simulators. In the RURAL AGREE project, KAMK provides expertise in serious games by developing new learning games in the area of entrepreneurship in rural areas



European Institute for Local Development (EILD), was founded in 2009 as an independent non-governmental organization whose members are European citizens and organizations interested in supporting regional development activities.
The General Committee is formed by local development stakeholders and specialists from various sectors of the civil society and European Member States: academics, NGOs, development agents, association managers, civil servants and social economy companies, as well as European organizations for local development.
European Institute for Local Development’s mission is to provide innovative tools for the sustainability of regions promoting experience sharing between its members and partners for sustaining international cooperation, skillful networking and further progress and growth. Especially, during the big financial and social crisis, European Institute for Local Development decides to give direct solutions to European needs. It continually develops and it becomes a dominant social player in national and European level.

EILD coordinates activities across Europe through our secretariat based in Greece and through our European consultants. Our staff members are experienced in implementing local development actions in remote, marginalized and difficult accessed areas. We participate and lead global actions and initiatives that contribute to regional development across the globe.
We contribute to the integration of the whole areas in a more balanced way through economic, social, and environmentally beneficial initiatives in order to extensively increase the population’s quality of life.



LAMORO Development Agency is a Consortium of Municipalities based in the rural areas of South Piedmont (North-West of Italy) with the challenge of fostering a sustainable economy based on exploitation of local resources, promotion of territorial identity and enhancement of human resources.

Over the years, LAMORO has worked to help the territory grow by implementing and managing European, national and regional funds, paying special attention to sustainable and inclusive growth. LAMORO supports the synergy between local development policies and European legislation in the realization of transnational projects. This way, the territorial organizations can benefit from the added value that comes from sharing good practices and innovative methods with other Countries.

In order to support local authorities LAMORO implements a development strategy based on the interaction of public and private partnerships. According to the Quadruple Helix approach, LAMORO involves stakeholders through networking and the identification of concrete answers to the rising needs in different sectors (green economy, energy efficiency, social needs, cultural and environmental heritage, equal opportunities, employment …). The main activities of Lamoro are referring to innovation and competitiveness, fundamentals rights and social inclusion, sustainability, cultural heritage, energy and environmental quality.
